James Becerra – Biography

Candidate for Mayor of Whittier

James Becerra is a lifelong public servant, educator, and community advocate running for Mayor to bring independent, transparent leadership back to Whittier.​

For over two decades, James has served on key city boards and commissions, where he has helped shape Whittier’s future while protecting its past. His service includes the Historic Resources Commission (Chair, 2019–Present), Parking and Transportation Commission (2010–2018), Design Review Board (2002–2010), and Art in Public Places Commission (1999–2002). His work has focused on balancing responsible development with neighborhood preservation, traffic safety, and public access to information.

Professionally, James recently retired as a Faculty Emeritus at Cal Poly Pomona’s College of Environmental Design, where he taught urban planning, landscape architecture, and community-based design from 2005 to 2022. His academic background has given him a deep understanding of how cities grow—and how poor planning can lead to traffic congestion, displacement, environmental harm, and a loss of neighborhood character. Throughout his career, he’s studied urban strategies across the United States, Asia, Europe, and Africa, and is committed to bringing modern, people-centered solutions to Whittier.

James is not aligned with developers, lobbyists, or special interests. His campaign is rooted in the belief that Whittier belongs to its people—and that residents should have a voice in shaping the city’s future. He is running for Mayor to ensure safer streets, greener neighborhoods, and stronger communities, with a focus on transparency, accountability, and direct engagement with the public.

In addition to his civic and academic leadership, James has been involved in nonprofit and cultural organizations that reflect his passion for the arts, education, and social equity. He has served on the boards of the Whittier Library Foundation, Alma Backyard Farms, S&A Maloof Foundation (a Smithsonian Affiliate), and has taught writing with Inside-Out Writers, a nonprofit that supports formerly incarcerated youth. He is also a docent and board member for the Huntington Library, Art Gallery, and Botanic Garden.

James believes Whittier is at a crossroads. After nearly 20 years under the same mayor, the city faces challenges with overdevelopment, traffic, public safety, and environmental sustainability. He is stepping forward to offer a new direction—one built on real public dialogue, long-term thinking, and a deep respect for the people and history that make Whittier unique.

He continues to reside in Whittier, where he is deeply rooted in the community and is committed to ensuring that its future is shaped by those who call it home.
